Corruption in Government departments

What do you people think about the present condition of our state , our country at each and every level. It is entirely soaked in corruption. Corruption starts from the very basic level, when a peon demand for Rs. 20 to 100 or otherwise he won't move your file and its not the end of it, as you move on further the rate goes on increasing for getting your work done.
This the contemporary situation.
